PROFILE
I am currently a member of the faculty at the Evergreen State College in Olympia Washington. Prior to coming to Evergreen, I was an Assistant Professor at Old Dominion University's Graduate Center for Urban Services and Public Administration. My consulting work includes designing a measuring for results workshop for the City of Hampton, an Appreciative Inquiry workshop for the City of Hampton, and a program evaluation workshop for the World Bank. Before coming to ODU, I was a project manager for the U.S. General Accounting Office, Washington, D.C. Other work experience includes budget analyst for the U.S. Department of Health and Human Services, and Assistant to the Director for Human Resources at the U.S. Environmental Projection Agency. In my youth, I was a caseworker in New York and a community organizer for VISTA, serving in Vermont.

Responsibilities included providing technical assistance to GAO staff in designing research approaches (including a hiring audit to test for discrimination), developing data collection instruments (questionnaires, interview guides,
etc.), analyzing data using SAS; overseeing the contract for the hiring audit; and coordinating a team of 5 technical staff. As project manager, responsibilities included: planning research projects, collecting and analyzing qualitative and quantitative data, writing reports, briefing GAO officials and Congressional staff, and supervising staff.
