Mr. Sweeny has 12 years of experience in policy analysis, management and information management in support of environmental and natural resource agencies. Most recently, Mr. Sweeny has played a key role in the conceptualization, development, and implementation of the National Environmental Information Exchange Network (NEIEN), which is a XML-based intergovernmental network for environmental agencies.

Organizational and technical challenges of inter-governmental data collaobration and integration. Applications/opportunities of web services and related technologies to these challenges.
